Colorado wildfire: President Obama thanks firefighters tackling early season blazes

COLORADO SPRINGS???The mayor of this beleaguered city told reporters after President Barack Obama departed on Air Force One that he was thankful for the visit and described his two-and-a-half hours with the president during the tour of the Waldo Canyon Fire damage.

Air Force One was wheels up from Colorado Springs airport at 2:42 p.m. Afterward Colorado Springs Mayor Steve Bach said the firefighting effort "shows the power of federal, state and local governments working together."

Bach was in the limo with Obama, Gov. John Hickenlooper and others for about 2 1/2 hours. He said the president was "very down to earth, very straightforward, smart, and wants to help."

In the limo, they talked about the fire

as well as the economy. Bach told the president unemployment is high here, and "our people need jobs."

"I told him we need his help to get the economy going again," Bach said.

They also talked about basketball and golf, their families, and ? the theme that kept coming up ? the importance of community.

"We can provide resources at federal level but we can't provide courage," Bach said.

Bach said the mood in the limo was somber as they drove through Mountain Shadows. Obama was "very taken by what he saw."

He described the president as "very engaging." Bach said his most poignant memory of the visit will be that on several occasions Obama got out of car, came right up to engage the people and hugged them, thanking them.

"I think he was very sincere in that," he said.

"It was more than a photo op for him. He clearly wanted to say to the people, the firefighters, 'this matters and the country has your back.' That means a lot."

Asked about the criticism that this was politicking, Bach brushed it off:

"People are criticizing me for things too," Bach said.

"Yes, it is election season, but this is a conservative county not likely to vote for him. So the fact he

would come into this bastion of conservatism shows me a lot. I'm very thankful".

Congressman Doug Lamborn of Colorado's 5th Congressional District said that he was in Colorado Springs until Wednesday morning, celebrating a subdued victory in his primary race after the fire's onslaught Tuesday night. Lamborn returned to Colorado Springs on board Air Force One with the president.

"It was devastating," Lamborn said of the fire damage and the 346 homes that were burned. "I hope that any (residents) that still don't have the final word get that finalized, so at least they know."

"This is a great community for showing support," Lamborn said. "It's a great state."

down is reassuring also," Lamborn said.

Touring the Mountain Shadows area damaged in the fire was "heartbreaking," Lamborn said.

"There is some real devastation and obviously the heat was immense," Lamborn said. "But we also some some firefighters still working on the scene."

Lamborn said he and the president spoke about federal resources for the fire.

"We found out earlier that more MAFFS are coming from both the east coast and the west coast and that's tremendously encouraging," Lamborn said, referring to the Modular Airborne FireFighting System mounted in Air Force C-130's and used to drop fire retardant.

"There are already tremendous resources being brought to bear," Lamborn said.

"Especially if there's going to be more seasons like this, we want to make sure the resources are a priority," Lamborn said, "so the federal government can manage the lands it owns."

"I told him I appreciated his concern for Colorado Springs and for Colorado," Lamborn said of his discussions with Obama. "I gave him a heartfelt, 'Thank you,' and he made some good points in his remarks to the firefighters that they were the real heroes in protecting life and property."

Lamborn drew criticism earlier this year for skipping Obama's address to Congress on the annual State of the Union.

During the tour, Obama praised first responders and firefighters during his tour Friday in Colorado Springs of the Waldo Canyon Fire.

"They are genuine heroes," the president said. "We want to say thank you to all the folks involved in this.

"They are putting their lives at risk to help us and to save us."

Obama said that though he considered the collaboration of local, state and federal agencies "outstanding," the destruction of the early fire season demonstrated a need for long-term planning.

"When natural disasters happen like this, Americans come together," Obama said. "We all have to make sure we have each others' backs. That spirit is what you have seen here."

Shortly after noon, the president exited Air Force One followed closely by Sen. Michael Bennet and Lamborn, who traveled with him from Washington. The president is wearing khaki pants, loafers and a light blue button-up shirt with the collar open.

He was greeted on the tarmac by:

The president stopped to shake hands and speak briefly with each of the people in the reception line. He gave Harvey and Marr each a pat on the arm as he spoke.

The cost of fighting the fire is about $5.2 million, according to the fire command. President Obama declared Colorado a federal disaster area overnight Friday.

Hickenlooper had submitted a request for a major disaster declaration that would include additional programs under the Individual Assistance Program as well as Public Assistance, and Hazard Mitigation statewide. The remaining portions of the Governor's request are under review.

The declaration provides federal money and assistance to affected areas, including FEMA and temporary housing assistance, debris removal and repairs and restoration of publicly owned facilities.

The Waldo Canyon Fire ? the most destructive in state history ? has burned at least 347 homes and at one point forced more than 32,000 people from their homes.

It is one of at least nine major wildfires burning statewide.

Obama's trip has raised some complaints that the security-intensive visit will be a distraction. Former Gov. Bill Owen's said Thursday that the visit was ill-advised, and some residents have grumbled about the trip, while others are applauding the decision.

"Is it just another political photo op?" Colorado Springs resident Dan Roda asks. "Where's he going after, another fundraiser?"

This will be President Obama's second visit to Colorado Springs in a little over a month. He gave the commencement speech at the Air Force Academy on May 23.

Roda said while he isn't a resident of the evacuated areas, friends from the affected neighborhoods have been staying in his house, which is currently like a "home-based evacuee bed and breakfast," he said.

"I don't see why he's getting in (to the areas) before homeowners do," Roda said.

The fire has claimed 346 homes and caused thousands of residents to be displaced. One death is confirmed.

For Ute Riesenberg, a resident of an unincorporated area in Larkspur, the president is in a no-win situation.

"I think it's good, but I think a lot of people are going to twist and turn this. Like, if he wouldn't come they would say, 'he doesn't give a damn.' By coming they'll say he's taking away resources," Riesenberg said.

"I think he's doing all he can to help people out," she added. "By coming, he shows that he cares."

In a letter to the president, Colorado's delegation noted more than 200,000 acres have burned statewide already this year, and more than $50 million has been spent on fire suppression.

Hickenlooper said he was on the phone with Obama earlier this week when the president asked if he could be constructive if he came to the area. The governor told him he thought the people of Colorado would appreciate the show of the support.

Hickenlooper brushed off criticism that the visit may be a distraction, saying no firefighters will be taken away from the fire line to provide tours or security. He also said local and state leaders supported the idea.

"These were Republicans down in Colorado Springs who were saying 'yes, this is what the community needs now, so the president should demonstrate the country supports them,'" Hickenlooper said.

Owens, governor during the 2002 Hayman Fire, questioned the wisdom of the visit on his Facebook page and in an interview Thursday, saying it may take resources away from the fire. During Hayman, then-President Bush's staff asked about a presidential visit, but Owens politely asked them not to come, he said.

Asked if Obama may have political motivations to visit a battleground state in a tight election year, Owens, a Republican, was brief.

"I bet the White House hasn't failed to notice that," he said.

Hickenlooper said the president was clear that he doesn't want to be asked about the race.

"He wants to make the focus of this the firefighters and the people who have been displaced," he said.

Colorado Springs Mayor Steve Bach also said he doesn't think the fire will be a distraction.

"I really appreciate the president coming here, as I appreciated the governor coming the other night," Bach said. "I do plan to ask for cash."

Arkansas Advanced Energy Association Unveils State Energy Policy Recommendations in Little Rock

New survey shows 88 percent of Arkansans believe advanced energy important to state's growth

LITTLE ROCK, Ark., June 28, 2012 /PRNewswire-USNewswire/ -- The Arkansas Advanced Energy Association (AAEA) unveiled policy recommendations today for inclusion in a comprehensive state energy plan following a year-long collaborative process engaging more than 70 advanced energy industry leaders from across the state. And a new survey, also released by the group, revealed a complementary finding that Arkansans support their political leaders to do more to further advanced energy and overwhelmingly support advanced energy.

"Arkansas's existing advanced energy assets can be harnessed to diversify the state's energy portfolio and drive economic growth for its companies," said Steve Patterson, executive director of AAEA. "That's why we convened more than 70 advanced energy leaders over the course of a year to reach consensus on policy measures that will encourage private investment and expansion in the alternative fuels, energy efficiency and renewable energy sectors."

AAEA enabled a data driven process to collect information directly from industry and business leaders. Multiple industry working groups convened over the course of a year in the efficiency and renewable energy, clean tech market development, and bio energy sectors to discuss and to propose state level actions that could expand Arkansas's energy workforce and manufacturing base.

"Our business and energy leaders don't oppose any form of energy," Patterson said. "Looking ahead, they recognize that it will take a diversity of resources to meet increased energy demand and Arkansas has an opportunity to profit.? Their recommendations represent a consensus on policy measures that should encourage private investment and expansion in the alternative fuels, energy efficiency and renewable energy sectors. It's encouraging to see that Arkansans also recognize the economic viability of the advanced energy sector."

The survey, sponsored by Advanced Energy Economy (AEE), its state chapter, Arkansas Advanced Energy Association (AAEA), and their charitable affiliates, found that 88 percent of Arkansans think it's important to the state economy to manufacture advanced energy products like batteries for power storage, high-efficiency motors and equipment, and wind turbine components. In fact, by a more than three-to-one margin (61 percent to 17 percent), Arkansans believe Congress should continue to promote wind energy by extending existing tax credits for wind energy.

The survey results were released today with executives representing a range of advanced energy companies in Arkansas including Nordex USA, FutureFuel Chemical Company and Clean Line Energy Partners.

The survey comes as new technologies create opportunities for the United States to both produce more of its energy domestically and also provide advanced energy solutions globally. And it comes as Americans remain concerned about energy issues. The majority of those surveyed believe that a gallon of gasoline will cost $5 or more within five years and one in 5 Arkansans believe that United States' current dependence on foreign oil is a "crisis," while three in five call it a "major problem."

But Arkansans see advanced energy as part of the solution. Fifty-seven percent said that efforts to make greater use of energy-saving technologies like high-efficiency lighting, appliances, and insulation mostly create American jobs. And 85 percent said it is important for the state's political leaders to do more to further advanced energy in Arkansas.

"Technology and innovation are providing an opportunity for Americans to take control of their energy future," said Gary McChesney, Chief Technology Officer of FutureFuel Chemical Co. and Chairman of the Board of AAEA. "Advanced energy encompasses a range of products and services, but they all contribute to a smarter energy future. That is why we speak with a single voice for the potential of advanced energy to bring jobs and economic growth to Arkansas now and in the future."

Additional results from the survey include:

  • More than four in five Arkansans (81.6 percent) view the United States' current dependence on foreign oil as a crisis or a major problem.
  • Thinking about how electricity is made and delivered in the U.S. including its cost, reliability, safety, public health impact, and environmental impact, over half (55.5%) of Arkansans say the U.S. in a state of crisis or has major problems.

The online survey of 514 Arkansas adults was conducted by JZ Analytics for Advanced Energy Economy and Advanced Energy Economy Ohio June 19-21, 2012. It has a margin of error of +/- 4.4 percentage points. Full survey results are available at www.aee.net/Arkansas.

Arkansas Advanced Energy Association Guiding Principles for a State Energy Plan

The AAEA Board of Directors has approved the guiding principles for a state energy plan based on the AAEA's commitment to growing Arkansas's economy by expanding our energy workforce and manufacturing base through the increased development, manufacture, and utilization of advanced energy technologies.??

The policy recommendations include:

ALTERNATIVE FUELS

Consider state incentives for:

  • Installation of commercial electric recharging and alternative refueling stations. Alternative fuels would include electricity, compressed natural gas, liquefied natural gas, gas/ethanol or butanol blends, diesel/biodiesel or renewable diesel blends;
  • Installation of electric recharging and alternative fuel components for homeowners and businesses on their properties;
  • Installation of electric recharging and alternative fuel components for state agencies, county and municipal governments and educational institutions;
  • Purchase of new engines and equipment to modify existing engines that use alternative fuels;
  • Purchase of electric vehicles;
  • Biofuels produced or sold in Arkansas.

ENERGY EFFICIENCY

Consider legislative and regulatory initiatives to:

  • Continue electric and natural gas utility energy efficiency programs and raise the Energy Efficiency Resource Standard as utilities improve delivery of energy efficiency programs;
  • Upgrade Arkansas's Energy Code for residential structures to meet 2009 IECC Standards and require provisions for evaluating the energy efficiency performance and labeling of homes;
  • Amend the Guaranteed Energy Cost Savings Act to allow state agencies to use maintenance and operation appropriations for payment of equipment and energy efficiency improvements required through a guaranteed energy cost savings contract. Designate the Arkansas Energy Office as the administrator of the amended act;
  • Encourage state funded institutions to participate in energy efficiency programs;
  • Create residential and commercial financing options for energy efficiency improvements with repayment of upfront costs. Best practices from emerging financing models should be implemented to maximize energy savings, to stimulate demand for energy efficiency, and to protect consumers and utilities.

CLEAN AND RENEWABLE ENERGY

A state Clean Energy Standard (CES) would encourage deployment of clean energy technology that diversifies the state's energy supply, improves energy security and creates jobs.? AAEA recommends that within a CES, an increasing percentage of the state's generation portfolio come from renewable energy sources, ensuring that Arkansas maximizes the benefits. Such a program should include target allocations for in-state electrical generation by solar, wind and biomass and expanded capacity goals for hydropower facilities.?

In addition, incentives should be considered for:

  • Manufacture of solar photovoltaic components similar to those for wind component manufacturing in Arkansas;
  • Manufacture of transmission cable for carrying renewable generated electricity similar to those for wind component manufacturing in Arkansas;
  • Manufacture of components utilized to store electricity produced by wind and solar;
  • Installation of renewable energy components on commercial, industrial and residential properties;
  • Storage facilities for electricity produced by wind and solar;
  • All renewable electricity that is purchased from generating facilities that are built of equipment substantially manufactured, fabricated or assembled in Arkansas?

RESEARCH AND DEVELOPMENT

  • Recognizing the importance of research and development in contributing to the state's on-going leadership in the field of advanced energy, Arkansas should encourage its research consortia, alliances and public/private partnerships to focus efforts and attention on the opportunities offered by advanced energy and technology.

Neighbor uses baseball bat to save boy from Chow attack

YORK, SC (WBTV)- A neighbor's quick thinking helped save a young boy after he was attacked by a neighbor's Chow on Friday.

According to York Police Chief Andy Robinson, a young boy, 8, was playing with his neighbor's dog, when the dog "became vicious and attacked [the young boy]."

It happened on Friday night around 5:15 p.m. in York. Chief Robinson told WBTV that the young boy had several bite wounds to his arms and back as well as severe lacerations to his leg.?

A witness inside the laundry mat across the street observed the incident and tried to get the dog off of the juvenile by throwing rocks at it.? A neighbor across the road witnessed the incident and was able to get the dog off of the boy using a baseball bat.?

He was rushed to Piedmont Medical Center by emergency crews,?where he was treated with several stitches and staples due to the injuries.? He was released Friday night from the hospital and is expected to return to the doctor later this week.

Police say?the?dog was on a leash in its owner's yard when the attack occurred.?The little boy, according to police, plays with the dog regularly.

The dog was taken into the custody of York County Animal Control. Its owners have consented to have the dog euthanized, police told WBTV, which is scheduled to happen on Monday.

Steve Stuber with York County Animal Control told WBTV that?S.C. Department of Health & Environmental Control (DHEC) has required that samples be sent to Columbia for rabies testing.

Scientists measure soot particles in flight

ScienceDaily (June 27, 2012) ? "For the first time we can actually see the structure of individual aerosol particles floating in air, their 'native habitat'," said DESY scientist Henry Chapman from the Center for Free-Electron Laser Science (CFEL) in Hamburg. "This will have important implications for various fields from climate modelling to human health." CFEL is a joint venture of Deutsches Elektronen-Synchrotron DESY, the German Max Planck Society and the University of Hamburg.

Aerosol particles like soot play important roles in a wide range of fields from toxicology to climate science. Despite their importance, their properties are surprisingly difficult to measure: Visible light doesn't provide the necessary resolution, X-ray sources are usually not bright enough to image single particles, and for electron microscopy particles have to be collected onto a substrate, which potentially alters their structure and encourages agglomeration.

Using the world's most powerful X-ray laser LCLS at the U.S. SLAC National Accelerator Laboratory in Stanford (California), the team captured images of single soot particles floating through the laser beam. "We now have a richer imaging tool to explore the connections between their toxicity and internal structure," said SLAC's Duane Loh, lead author of the study appearing in this week's scientific journal Nature. Free-electron lasers like LCLS or the European XFEL currently being built in Hamburg consist of particle accelerators that send unbound (free) electrons on a tight slalom course where they emit X-ray light.

The study focused on particles less than 2.5 micrometres in diameter. This is the size range of particles that efficiently transport into the human lungs and constitute the second most important contribution to global warming. Microscopic soot particles were generated with electric sparks from a graphite block and fed with a carrier gas of argon and nitrogen into a device called an aerodynamic lens, that produces a thin beam of air with entrained soot particles. This aerosol beam intercepted the pulsed laser beam. Whenever an X-ray laser pulse hit a soot particle, it produced a characteristic diffraction pattern that was recorded by a detector. From this pattern, the scientists were able to reconstruct the soot particle's structure.

"The structure of soot determines how it scatters light, which is an important part of understanding how the energy of the sun is absorbed by the Earth's atmosphere. This is a key factor in models of the Earth's climate," explained co-author Andrew Martin from DESY. "There also are many links between airborne particles around two micrometres in size and adverse health effects. Using the free-electron laser we are now able to measure the shape and composition of individual airborne particles. This may lead to a better understanding of how these particles interfere with the function of cells in the lungs."

The team recorded patterns from 174 individual soot particles and measured their compactness, using a property called fractal dimension. "We've seen that the fractal dimension is higher than what was thought," said Chapman. "This means that soot in the air is compact, which has implications for the modelling of climate effects." Also, the structure of the airborne soot seems to be surprisingly variable. "There is quite some variation in the fractal dimension, which implies that a lot of rearrangement is going on in the air," explains Chapman.

A primary long-term goal of the research is to take snapshots of airborne particles as they change their size, shape and chemical make-up in response to their environment, explained Michael Bogan from SLAC, who led the research. "Scientists can now imagine being able to watch the evolution of soot formation in combustion engines from their molecular building blocks, or maybe even view the first steps of ice crystal formation in clouds."

In real-world settings soot is seldom pure. To see the effects of mixing with other aerosols, the researchers added salt spray to the soot particles, resulting in larger particles with soot attached to the tiny salt crystals. Such composite particles might form in coastal cities and are expected to have a much larger climate effect than soot alone. Composite aerosols are more difficult to analyse, but the new technique could clearly discern between soot, salt and mixtures of both. As the aerosol particles are vaporized by the intense X-ray laser pulse, the researchers could use mass spectroscopy to examine the composition of each individual particle imaged.

Even though the aerosol particles are destroyed by the X-ray laser pulse, the pulse is so short that it out-runs this destruction. Therefore the diffraction patterns are of high quality and represent the undamaged object. The novel X-ray technique can find wide application to study all sorts of aerosols and can also be extended to resolve the static and dynamic morphology of general ensembles of disordered particles, the researchers state.

"We are now able to study the structure of soot by measuring individual particles in a large ensemble," explains Martin. "Biological samples, like cells and large proteins, have a similar size to the soot particles we studied and also lack a fixed, reproducible structure. In the future it may be possible to extend these techniques beyond aerosols, to study the structural variations in biological systems."

The research team included contributors from SLAC, DESY, Lawrence Berkeley National Laboratory, the Max Planck Institutes, the National Energy Research Scientific Computing Center, Lawrence Livermore National Laboratory, Cornell University, the University of Hamburg, Synchrotron Trieste and Uppsala University. LCLS is supported by DOE's Office of Science.

Dr Herb Goldberg, a psychologist and author of What Men Still Don?t Know About Women, Relationships and Love suggests that men forget important dates like birthdays and anniversaries because they are wired to focus on the external threats and pressures of the world outside of their ?safe? relationships.?

?In earlier times that meant hunting dangerous game and defending the homestead from marauding tribes but today is more likely to mean getting that promotion and ensuring that Jones from sales doesn?t get it,? Dr Goldberg says.?

?A man who forgets an anniversary or birthday is not being cruel or deliberately hurtful but is disconnected from the personal realm by his focus on the external realm. Men can become so focused on things outside of the relationship - work, sport, and hobbies/interests that they become ?blind? to everything else.??

It turns out that long-term love isn?t blind.?

?Divorced men are often bewildered by what happened to their relationships. Their ?blindness? wasn?t on purpose,? he says.?

?They?ll say things like ?I had no idea it was coming? and ?I don?t know what I did wrong: I was a good husband and father, I worked hard to provide for my family?.??

Jelly Bean, Android 4.1 revealed by Google, rolling out in mid-July

It's seems like only yesterday we were all crowded around our laptops, watching a live stream and getting amped for Ice Cream Sandwich. Truth is, that was six months ago now and, while most of the Android running public still hasn't been blessed with 4.0, it's already time to make the leap to 4.1. Today Google officially took the wraps off Jelly Bean, the next evolution of its mobile platform and while it's not quite the revolutionary shift that was Gingerbread to ICS, it still marks an important improvement for the ecosystem. One of the biggest features is Project Butter, a deep-diving effort to improve performance and response time. The whole system hums along at 60fps now, and while the difference of a few milliseconds might sound like small potatoes, it becomes glaringly apparent the moment you run Jelly Bean next to an ICS device. Animations are smoother and quicker. The CPU immediately ramps up the moment a touch is detected to ensure speedy response.

The home screen has also been tweaked, adding some nice features like dynamically resizing widgets, so you no longer have to place it, resize it then move it to where you want if there isn't enough room. If there is room, but your app icons are merely in the way, the widget will automatically push them to the side. And, in a nice, slick touch, apps and widgets can be removed by flicking them off the screen. Another extremely welcome touch is the addition of offline voice input. Now you can tap the microphone and dictate a message even with the phone in airplane mode.

The camera app, which was already a highlight of ICS, has gotten even better in 4.1. Now, the gallery is slickly integrated, allowing you to quickly pull up the photo you just took with a swipe to the left. You can keep swiping through your images or even pinch to zoom out and view all your images in a filmstrip view. Deleting images is as simple as swiping a pic off the screen and, if you've manage to accidentally remove one, a quick tap of the undo button restores it. And, speaking of images, you can now share them and video using Google Beam, and Android now supports pairing with Bluetooth devices with the assistance of NFC.

Cons:

My networks on Facebook and LinkedIn certainly include plenty of real friends and colleagues, but they're mixed in with people I met once at a conference, random folks who sent me a nice note about my writing, and so on. All of that (I hope) is pretty normal, but if I need to find the meaningful messages and connections, well, it can be a headache.

A former coworker told me that when I started working up in Macquarie Park, I had to pay a visit to ZenQ Desserts in Macquarie Centre. I?d say that if anything, the honey toast desserts were worth the visit. They are truly insane!

Chocolate banana honey toast ($16.80)

This is what we came for. It is literally half a loaf of white bread, hollowed up and filled with bananas, chocolate sauce, chocolate ice cream, whipped cream and some sort of chocolate pastry cream.

This definitely isn?t for 1 At first I wondered what happened to the insides of the bread, and then my question answered itself the moment we cut through the mountain.

The insides are cut into rectangles, buttered and sugared (!!!) and then toasted. Then they are neatly arranged inside the bread skin, on which the banana and ice cream sit.

BEIJING, June 24 (Xinhua) -- A 5.7-magnitude earthquake jolted the border of southwest China's Yunnan and Sichuan provinces at 3:59 p.m.
Sunday (Beijing Time), said the China Earthquake Networks Center. The epicenter, with a depth of 11 km, was located at the border area between Ninglang county of Yunnan and Yanyuan county of Sichuan at 27.7 degrees of north latitude and 100.7 degrees east longitude.
