Marc McAndrews's Photos of Nevada's Legal Brothels - NYTimes.com

With sweaty palms, a heavy step and a stutter, Marc McAndrews entered a brothel in Elko, Nev., without much of a pitch or a plan. Facing the line of half-naked sex workers, he had to choose one and pose a question that made him blush.

Could he take some pictures?

He had never before set foot in a strip club, much less a brothel, and his first try at gaining access was unsuccessful. He told one of the young women that he was merely interested in taking photos for his work, that he wasn?t in pursuit of pleasure ? this was his job, after all ? and he was booted out.

This was a place with rules. Just because it was a brothel, didn?t mean that anything could happen.

Nevertheless, Mr. McAndrews visited the legal brothels in 11 Nevada counties over a period of five years. He was working on a project that became the book ?Nevada Rose,? which documents these brothels and their workers, owners and customers.

What he uncovered was a view of prostitution that didn?t adhere to culturally appointed preconceptions: of sex work as a living as humdrum as any other.

Mr. McAndrews, who grew up in Reading, Pa., had been drawn to stories of a strictly American stripe. The project that became ?Nevada Rose? emerged from a series of cross-country van trips, on which he sought to photograph different aspects of American life and culture ? mechanics, motel workers, truck stops, bikers, lots and landscapes.

Though the book, published last year by Umbrage, contains plenty of saucy photos, the themes are more prosaic than one might expect from a book about sex as industry, and they?re profoundly American. With ?Nevada Rose,? Mr. McAndrews presents a story about work, commerce, capitalism and community. Mr. McAndrews was as interested in the landscape, the spaces, the mundane, the untouchables and staff members ? as he was in the kinky and the taboo.

And, in seeking a straightforward approach to a subject that skirts the taboo, Mr. McAndrews found himself confronting misconceptions. ?I think it is hard for people to imagine a woman owning her own sexuality and being O.K. with something like this,? said Mr. McAndrews, 36. ?We?re taught and socialized to believe certain things about sexuality and women?s sexuality and prostitution in general.?

The problem, Mr. McAndrews explained, is that, broadly speaking, people tend to equate prostitution with illegal prostitution ? a grim world of exploitation, crime and desperation. His experience photographing these brothels presented a contrast ? the legal brothels of Nevada have relationships with community lawmakers, with health care professionals, and there are rules, values and protections in place. (For instance, Mr. McAndrews noted that there is a panic button in every room, and that in the accumulated years he spent in Nevada on the project, he said he only witnessed the alarm go off once ? when he nudged it with his gear.)

Though there were obstacles to his access at first, eventually word got around about his activities and intentions ? he would furnish Polaroids of his work to show what he was up to ? and they let him in, even assisting Mr. McAndrews with calls on his behalf to other brothels. He observed a close-knit community, a vibe that more resembled a chummy neighborhood bar than a fetid den of sin. He lived at these brothels, had breakfast with the workers and owners, and his work at times felt like a collaboration ? he would invite input from his subjects, asking the women to choose their outfits, working together to help them present themselves.

But, of course, these brothels mean business. They cater to markets, work to appeal to certain tastes, Mr. McAndrews said. There are ?country houses,? homey, simple and intended to make customers feel comfortable, and ?city houses,? with sleeker designs sporting more of a strip club aesthetic. When a brothel entertained the notion of a male prostitute in 2010, to broaden its customer base, the market spoke and said ?no.? (The first legal male prostitute, brought in to cater to the female demographic, quit the Shady Lady Ranch in Beatty, Nev., after five months and only 10 customers. And, apparently, there is no outspoken demand for gay prostitutes in Nevada.)

But it?s not a perfect system and concerns ? ethical, political, cultural, commercial ? abound. Last year, Harry Reid of Nevada, the United States Senate majority leader, called for a ban, and though legalized, with a degree of regulation (the law requires weekly cervical exams and monthly blood work, for example), these brothels ? from a commerce point of view ? present some contradictions. Coercive, shameful or liberating? Libertarian yet regulated?

For Mr. McAndrews, the topic was a historical aspect of American culture that had not yet been surveyed straightforwardly, without hand-wringing and finger-pointing. His task, as he understood it, was simple: present what?s there.

?At a certain point a lot of women wanted to be a part of it because they weren?t ashamed and they?re proud of the light being shown on what they are doing,? he said. ?I wasn?t glorifying. I wasn?t demonizing. I was just showing as it was. That was my intent, anyway.?

That project ended, and moving on, Mr. McAndrews has been photographing youth groups in uniforms as part of his effort to better understand how America socializes its children. He is interested in what signifies one as belonging to a particular group.

His next topic? Religion.

Rescues continue as Isaac floods parts of La.

NEW ORLEANS (AP) ? Isaac dropped unrelenting rain Thursday, flooding areas north and south of New Orleans, and officials had to scramble to evacuate and rescue people as waters quickly rose. Inside the city, the fortified defenses held and life began to slowly get back to some sort of normalcy.

Along the shores of Lake Ponchartrain near New Orleans, officials sent scores of buses and dozens of high-water vehicles to help evacuate about 3,000 people as rising waters lapped against houses and left cars stranded. Floodwaters rose waist-high in some neighborhoods, and the Louisiana National Guard was working with sheriff's deputies to rescue people stranded in their homes.

To the east, evacuations were ordered in a sparsely-populated area as a lake dam threatened to break near the Mississippi-Louisiana border. Officials in Tangipahoa Parish, La., feared the water it would pour into the already swollen river would flood low-lying areas downstream. Louisiana Gov. Bobby Jindal said officials there would release water at the dam.

Even as Isaac weakened on its slow trek inland, it continued to spin off life-threatening weather including storm surges, inland flooding from torrential rain and potential tornadoes. Nearly half of Louisiana electrical customers lost power and another 150,000 were out in neighboring Mississippi.

A Coast Guard helicopter hoisted a couple and their dogs early Thursday from a home in LaPlace, between the Mississippi River and Lake Ponchartrain, after storm surge poured into their neighborhood and local authorities called for help. The couple was taken to New Orleans and reported in good condition.

"The husband and wife and their two dogs were in an area where a lot of houses washed away," said Lt. Cmdr. Jorge Porto. "They used a flashlight inside the house as a signaling device, which made all the difference in locating them effectively."

The floodwaters "were shockingly fast-rising, from what I understand from talking to people," Lt. Gov. Jay Dardenne said. "It caught everybody by surprise."

A tow truck driver was killed Thursday morning when a tree fell on his truck in Picayune, Miss., just across the state line from Louisiana. Authorities said Isaac was causing heavy rain and strong winds at the time.

President Barack Obama declared federal emergencies in Louisiana and Mississippi late Wednesday, allowing federal aid to be freed up for affected areas.

Isaac arrived seven years after Hurricane Katrina and passed slightly to the west of New Orleans, where the city's fortified levee system easily handled the assault.

"Unfortunately, that's not been the case for low-lying areas outside the federal system, in particular lower Jefferson and Plaquemines parishes," said Louisiana Democratic U.S. Sen. Mary Landrieu. "Hurricane Isaac has reinforced for us once again just how vulnerable these critical areas are. We must re-engage the Corps of Engineers on this."

Louisiana's Public Service Commission said 901,000 homes and businesses around the state ? about 47 percent of all customers ? were without power Thursday. Utility company Entergy said that included about 157,000 in New Orleans.

New Orleans' biggest problems seemed to be downed power lines, scattered tree limbs and minor flooding. One person was reported killed, compared with 1,800 deaths from Katrina in Louisiana and Mississippi. And police reported few problems with looting. New Orleans Mayor Mitch Landrieu ordered a dusk-to-dawn curfew.

"Hopefully, as far as the city of New Orleans is concerned, the worst is behind us," Landrieu said Thursday.

But in Plaquemines Parish, a sparsely populated area south of the city that is outside the federal levee system, dozens of people were stranded in flooded coastal areas and had to be rescued. The storm pushed water over an 18-mile levee and put so much pressure on it that authorities planned to intentionally puncture the floodwall to relieve the strain.

Officials rushed to evacuate more than 100 nursing home residents from Plaquemines Parish, an area with a reputation for residents hunkering down to weather storms and perhaps the hardest hit by Isaac. In this hardscrabble, mostly rural parish, even the sick and elderly are hardened storm veterans.

"I don't think we had to evacuate to begin with," said Romaine Dahl, 59, as he sat in a wheelchair. "The weather was a hell of a lot worse last night than it is now. And I got an idea that after all this is said and done they're going to say everything is over with, go on back home."

Other residents in the Riverbend Nursing and Rehabilitation Center were loaded into ambulances and taken to a nearby naval station. Residents had their names and birth dates attached to their shirts.

Josephine King, 84, handled the move well, waiting in a wheelchair. "I'm feeling good," she said.

By midafternoon Wednesday, Isaac had been downgraded to a tropical storm. The Louisiana National Guard ceased rescue operations in Plaquemines Parish, saying it felt confident it had gotten everyone out. There were no serious injuries. National Guard spokesman Capt. Lance Cagnolatti said guardsmen would stay in the area over the coming days to help.

Isaac's maximum sustained winds had decreased to 45 mph and the National Hurricane Center said it was expected to become a tropical depression by Thursday night, meaning its top sustained winds would drop below 39 mph. The storm's center was on track to cross Arkansas on Friday and southern Missouri on Friday night, spreading rain as it goes.

Forecasters expected Isaac to move farther inland over the next several days, dumping rain on drought-stricken states across the nation's midsection before finally breaking up over the weekend.

Even at its strongest, the storm was far weaker than Hurricane Katrina, which at its peak was a Category 5 and hit New Orleans as a Category 3. Isaac came ashore late Tuesday as a Category 1 hurricane, with 80 mph winds near the mouth of the Mississippi River. It drove a wall of water nearly 11 feet high inland. Because Isaac's coiled bands of rain and wind were moving at only 5 mph ? about the pace of a brisk walk ? the threat of storm surges and flooding was expected to linger Thursday as the immense system crawled across Louisiana.

In coastal Mississippi, officials used small motorboats Wednesday to rescue at least two dozen people from a neighborhood Isaac flooded in Pearlington. In addition, the National Weather Service said there were reports of at least three possible tornadoes touching down in coastal counties. No injuries were reported.

None of the reports had been confirmed. Until the weather clears, there is no way for survey teams to assess the area to determine whether damage was done by tornadoes or straight-line winds, said NWS Meteorologist Shawn O'Neil.

Back in New Orleans, the storm canceled remembrance ceremonies for those killed by Katrina. Since that catastrophe, the city's levee system has been bolstered by $14 billion in federal repairs and improvements. The bigger, stronger levees were tested for the first time by Hurricane Gustav in 2008.

In Vermilion Parish, a 36-year-old man died after falling 18 feet from a tree while helping friends move a vehicle ahead of the storm. Deputies did not know why he climbed the tree.

The storm stalled for several hours before resuming a crawl inland, and forecasters said that was in keeping with its erratic history. The slow motion over land means Isaac could be a major soaker, dumping up to 20 inches of rain in some areas. New Orleans reported at about 10 inches in some places as rain continued to fall late Wednesday.

OUYA is an Android powered console that plugs right into your TV. In gaming, TV is the last closed platform. The team at OUYA intend to crack that platform wide open.

So, what are some features? How about an OUYA exclusive Final Fantasy. You?ll also be able to stream PC games through OnLive! It?ll have the award-winning XBMC media player. In this economy, that seems pretty reasonable.

Remember, OUYA is open source and hackers are invited. Literally anyone can make a game. So go ahead and crack it open, don?t worry about voiding the warranty. That because OUYA is? a console and a dev kit. You can even make your own peripherals. There are no costly SDK or license fees to dish out. The Los Angeles based OUYA team is lead by industry veteran?Julie Uhrman. Product Designer?Yves Behar, creator of the Jambox, is also on board. With the current state of technology, the team set out to make a quality product that?s cheaper to build. Also,? OUYA wants to bring to the market games that are cheaper to create and buy. The boxer8 project was launched on the fund-raising site Kickstarter.com. The goal was to raise $950,000. in one day, over $2 million was raised. As of today, they have raised almost $9 million on Kickstarter.com. It?s safe to say, there?s interest in this product.

After E3, there wasn?t much excitement about what?s to come. The PS3 nor Xbox 360 showed anything that sparked true interest. Some fans gave credit to Nintendo for trying to move in a new direction. Still, the Wii-U got mediocre reviews. Some saw the Boxer8 as something different

For the hard core, the Android platform may not best fit for serous gaming. Plus, the console is open. So look for a slew of garbage wackware to flood it?s market. The bright side is that less restrictions usually breed more creativity. So indie and AAA game developers will have a chance to do something fresh and different.The next video game imagineer could be reading this article. I can remember back in the late-1980s when driving a Hyundai was the epitome of un-cool. Well, things have certainly changed since then. Now, Hyundai?s are known for their style, quality, and affordability ? and even for being, dare I say it, ?cool.?

This is a development not lost on U.S. auto giants Ford (NYSE:F) and General Motors (NYSE:GM), or on the Japanese automakers Honda (NYSE:HMC) and Toyota (NYSE:TM). Even German behemoth Volkswagen AG (PINK:VLKAY) is likely watching Hyundai?s remarkable progress, and well it should.

Through the first half of 2012, Hyundai Group?s U.S. market share ? which includes Kia-brand vehicles ? held steady vs. the prior year?s six months. The company captured 8.87% of the market midway through 2012, down slightly from the 8.97% it garnered through the first six months of 2011. By comparison, the much larger Ford and GM saw their respective market share fall in the first half of the year, with Ford?s share sliding 1.21% to 15.68%, and GM?s share declining 1.83% to 18.09%. Hyundai also bested rival Nissan (PINK:NSANY) in market share, as well as Volkswagen.

Earlier this year, John Krafcik, chief executive officer of Hyundai Motor America, announced that the company aims to increase its U.S. sales to 700,000 cars and sport-utility vehicles this year, which is a roughly 8% increase over the prior year. The only thing holding Hyundai back is the fact that its production facilities at the time were already running near full capacity. And while the company is reportedly contemplating adding more production facilities, a decline in demand from buyers in Europe has allowed Hyundai to ship some inventory originally intended for Europe back to the U.S.

To be certain, things haven?t been all roses for Hyundai, especially recently. The company?s exports stalled in July, down some 23% because of a labor dispute that has crippled production. According to the company, the total number of Hyundai and Kia vehicles made in July sank to 120,493, a big drop from the 156,200 units made in the previous month.

Here?s the money quote from the Hyundai statement as reported by the Wall Street Journal: ?U.S. dealerships for Hyundai and Kia had some difficulty meeting soaring demand due to a shortage of vehicles.? Moreover, the company said it had less than a month of inventory remaining as of Aug. 1. That?s well below the optimal inventory levels of 60 days.

The supply constraints caused by the strike in South Korean production facilities will likely take its toll on Hyundai and Kia sales, but whatever sales disruption takes place, it will likely be a mere bump in the road for the company. Once Hyundai settles the disputes and gets back on track with full production, the race with U.S., Japanese and German automakers will resume.

The long-term implications of Hyundai?s drive into the lead pack of top-selling automakers in the U.S. sales means an increasingly competitive marketplace for the likes of Ford and GM. It also means that to stay competitive, these companies likely will have to offer more discounts on more models, which will take an increasing bite out of profit margins.

To combat the loss of U.S. market share, Ford and particularly GM will have to search for market share outside the states. The only problem is that Europe is mired in recession, and the other big market, China, is having its own struggles with economic growth.

Do all women need protection from sexually transmitted diseases can be a very sensitive subject when discussing women?s health care. There is a fine line between what women need and what their morals affect and it should be a personal decision for every woman. A decision about health protection should not be taken lightly either.

Vaccinations protecting a woman from cervical cancer for instance may be very important for women of any age who are sexually active with different partners. However, a woman who is faithful and is married to the same partner, assuming that partner is also faithful may not? be in need of the vaccine that protects against cervical cancer. This is just one example of what a vaccine does to protect a woman and how her personal choices and life style influence what protection she might need.

Birth control methods should not be considered necessarily a protection against a sexually transmitted disease. The birth control pill for instance does not protect a woman against HIV/Aids, chlamydia, or any venereal disease. It protects against pregnancy only.

A woman has many choices about her health and her sexual health should always be at the top of the list when thinking about protection and prevention. Routine pelvic exams and breast exams by a reliable health care provider are an essential part of women?s health. Make it your goal to make your appointment soon if you have not had a check up within the last year. It could mean your health. You can discuss your lifestyle and your concerns about prevention at your appointment so that you are doing all you can to protect your female health.

Beckett's Dodgers debut not so hot

Josh Beckett was rudely welcomed back to the National League on Monday, getting lit up by very first batter he faced, Tyler Colvin, on his way to taking a loss to the Rockies.

Colvin launched an 0-1 fastball off the facing of the upper deck (here?s the video)?to get the Rockies off on the right foot tonight. They went on to win 10-0, knocking the Dodgers 2 1/2 games behind the idle Giants in the NL West.

Making his first start for the Dodgers after Saturday?s big trade with the Red Sox, Beckett ended up allowing three runs in 5 2/3 innings. He retired six in a row after the homer, notching three of his six strikeouts in the sequence. The Rockies didn?t get to him again until the fourth, when Chris Nelson tripled and was singled in by D.J. LeMahieu.

The third run came in the sixth, courtesy of singles from Nelson, Jonathan Herrera and pinch-hitter Johnny Rutledge. Rutledge?s hit scored Nelson and resulted in Beckett?s removal.

Jeff Francis got the win for Colorado after throwing five scoreless innings. The Beckett-Francis duel was actually a rematch of Game 1 of the 2007 World Series between Boston and Colorado, which the Red Sox won 13-1.

Beckett has now allowed eight homers in four starts this month after going 12 straight starts from May 15-July 31 without giving up any. He?s 0-5 in his last seven starts and 5-12 with a 5.21 ERA in 133 innings for the season.

Fortunately, the Dodgers weren?t counting on Beckett to be a savior. With his velocity down, it?s doubtful that he?ll return to 2011 form at any point during the season. Still, he should be an upgrade over Joe Blanton at the back of the rotation, and he?ll be a reasonable option as a third or fourth starter come playoff time, should the Dodgers advance.

Beckett is slated to make his home debut for the Dodgers against the Diamondbacks on Saturday. After that, he?ll get a road test against the Giants.

Lenovo's K860 has been making the rounds for a while now. That five-incher's specs are hardly a secret. But, what has continued to evade us was a price and release date for this quad-core Exynos-powered beast. Thankfully, the Chinese manufacturer has finally come clean and we are happy to tell you the phablet will be hitting shelves tomorrow, August 28th, for 2,188 yuan (about $344). The initial run of this heavily skinned ICS handset will be fairly limited unfortunately -- only 2,000 will be released on the first day. But, we're sure a wider release can't be far behind.

Lesotho rugby federation launched | Sunday Express

MASERU ? Rugby will be a success in Lesotho.
That was the message from the Federation of Lesotho Rugby (FLR), during yesterday?s official launch of the rugby association in Lesotho.
The federation was recently recognised as an affiliate member of the Lesotho Sports and Recreation Commission (LSRC).
Speaking at the launch held at Lesotho High School grounds, the federation?s vice-president, Fetang Selialia, told the Sunday Express that the turn-out from both youngsters and those who have already been involved in the sport was impressive.
?I never expected people to come in such big numbers, it really shows that we started on a high note and the future is bright for rugby hopefuls,? he said.
?The establishment of the Maseru Kings, the local rugby team that has been competing in the Eastern Free State leagues, has led the way for rugby fanatics in this country and we want to see the sport growing even bigger in the coming months,? Selialia said.
He said more focus will be on developing youngsters under the age of 18, after introducing the youth development programme on the same day.
Selialia added: ?At the moment facilities remain a challenge but the Minister of Sports, Ntate Thesele Maseribane, is keen to help us grow the sport. He had a meeting with us and has promised to help put the needed structures in place.?
Teams from South Africa also graced the celebrations, while Selialia said the members of the Botswana rugby association who attended the event came to give a helping hand to their Lesotho counterparts.
He applauded the support from the corporate sector and noted that telecommunication giant, Econet-Telecom-Lesotho and Castle Lager have played a big part in helping improve rugby.

Obama Campaign: 'America Doesn't Need a Birther-in-Chief'

The Obama campaign is branding Mitt Romney an aspiring "birther-in-chief," after the presumptive GOP nominee seemed to joke Friday about the long-debunked claim that President Obama was not born in the United States.

In a 15-second web video produced nine hours after Romney made the remark on a campaign stop in Michigan, Team Obama accused Romney of "embracing unfounded conspiracy theories, distracting from real issues."

"Holding out hope Romney had a vision for the middle class? Think again," the narrator said.

The spot included a clip of Romney speaking in Commerce, Mich., when he said:

"Now, I love being home in this place where Ann and I were raised, where both of us were born. Ann was born in Henry Ford Hospital. I was born in Harper Hospital. No one's ever asked to see my birth certificate," he said drawing laughter and applause. "They know that this is the place that we were born and raised."

Romney later clarified in an interview with CBS News that the comment was "not a swipe" at the president and that he believes Obama was born in the U.S.A.

But that didn't stop the president's re-election campaign from seizing on the subtle reference, nonetheless.

"America doesn't need a birther-in-chief," the Obama Web spot concluded.

Loneliness ? The Rookie Dad

The house is empty. ?There is a glow from the TV as a baseball game is on or some form of sports is being played. ?There is a man laying on the couch, beer in his right hand and remote in his left. ?Pictures of his family plaster the wall. ?His son smiling down upon him. ?His wife looking at him through the pictures with those loving eyes. He looks at them and it hits him just how much he loves his family and wishes that they were there. ?He is enjoying the peace and quiet but yearning to have his companion and confidant there with him.

Many husbands can relate to this. ?Many of us want to spend time by ourselves, alone, and with our thoughts. It is almost cathartic to spend time with ourselves or with other men and just being a man. ?This can only last for so long though. Husbands dedicate their lives to their wife and family, whether it is through working or being a stay-at-home-dad. ?But we need the time to be a man, to sit in front of the TV in our underwear watching reruns of Cheers. Many husbands on TV shows are portrayed as a man who only talks negatively about his wife behind their back. ?But in reality that is simply not true, OK at times though maybe that statement has some truth to it. ?We want to spend time with our wife and kids.

I was prepared as much I thought I could be for my wife?s transition into law school. ?However, I was not prepared for the lonliness.

As she hits the books, I am in our office either writing a blog post, doing a Hangout with some of my other dad friends, getting caught up on other blogs, or tweeting. ?Basically, keeping myself busy. I know that I could be in the living room with her as she reads about Torts but while she is studying, she is a brick wall. ?Understandable, I was prepared for that and I never could be mad at her for that. ?I knew it was coming, however, the part that I was not prepared for was how much time apart it would require. ?Technically, we are not apart, we are in the same room. ?The touch and voice is not there. ?I can not lay there and watch TV as she lays her head on me and reads about some criminal court case. ?We can not do some of the things that we used to before she started law school.

There was a moment at work the other day when it hit me. ?It hit me like a ton of bricks. ?I want to spend some time with her! I want to be able to hold her, tell her about my day, about how I almost fell asleep in front of my boss during a webinar right after lunch. ?Yet, before she started school I was wanting to spend time huddled away on the computer or watching sports. ?Now, I have it, I want to give it back to whomever I got it from.

For the next three years though, she is hitting the books. ?This will be our life. ?I will be finding things to keep myself busy to suppress the feelings of loneliness. ?There is nothing she can do about that, I do not resent her at all for her choice. ?I am there to support her in any way that I can. She is doing this to better our family to be able to do things that we are unable to do now. ?For me to be able to tell stories on whatever platform will be popular in three years. ?She is doing this for us, for the Kid, for the family. ?That is what I have to remember during this time. ?I have to remember that her love for me has not stopped, it is still there, yearning for the same thing that I am wanting, to spend time with each other and our family.

German state cracks down on neo-Nazi groups

DUESSELDORF, Germany???Nearly 1,000 police officers raided clubhouses and apartments of known neo-Nazis in western Germany on Thursday after a ban was placed on three violent far-right groups in the country's most populous state.

Ralf Jaeger, interior minister of North-Rhine Westphalia, announced the ban as part of an intensified crackdown on neo-Nazis in the industrial state. Police searched 146 premises, confiscating weapons, computer hard drives and election posters of the far-right National Democratic Party (NPD).

"(The objects seized) expose the tight bonds within the far-right scene,'' Jaeger said, referring to the relationship between the NPD and groups of violent militants known as "Kameradschaften" -- or "comradeships."


Jaeger called the groups affected by the ban "xenophobic, racist and anti-Semitic,'' adding: "They employ fists and knives against their political opponents.''

Although no arrests were made, Jaeger said the seizures could bolster attempts to ban the NPD, which Germany's national intelligence agency says is racist, anti-Semitic, revisionist and inspired by Adolf Hitler's Nazi ideology.

Groups with explicit neo-Nazi ideology are prohibited in Germany, but the NPD has so far been able to skirt politicians' and security officials' attempts to ban it. One such attempt against the NPD failed in 2003 after witnesses in the case were exposed as intelligence agency informants.

"We will continue to crack down on these enemies of the state and tread on their black leather boots,'' Jaeger said, referring to the footwear popular among skinheads.

The NPD has representatives in two state assemblies ? Saxony and Mecklenburg-Vorpommern?? but not in the federal parliament.

It blames immigrants for crime and unemployment and its voters are mostly unemployed young men with little education.

Last December, state authorities in North-Rhine Westphalia set up a new unit in Dusseldorf to police far-right players after shocking disclosures that a secretive neo-Nazi cell based in the eastern state of Thuringia had murdered 10 people ? eight ?of Turkish origin, one person of Greek origin, and a policewoman ? between 2000 and 2007, according to a report by Deutsche-Welle.?

DW reported that the state also set up special investigative units in Aachen and Dortmund as well as the Rhine River city of Cologne, where J?ger banned another far-right comradeship last May.
