Exact Job Location: Tonkolili with regular visits to Freetown District.

Reports To: Country Financial Controller

Responsible For: None

Liaises With: Partners, Finance team, Project managers

Job Purpose:

1. Support all local Partners with their financial management and build their financial capacity in budgeting and accounting.

2. Manage a portfolio of donor budgets and reports and build budget holder?s financial capacity.

3. Recruit and train-up a local person to take over the role when the contract expires.

Main Duties & Responsibilities:

Local Partners

• Manage the Budgeting, Financial reporting, record keeping and transfer of funds to local Partners.
• Build capacity of local partner finance staff through on-the-job coaching and training workshops.
• Assist local partners to improve finance policies/internal controls within their organisations.
• Support local partners completion of financial reporting to Concern
• Review of partner reporting and supporting documentation and make recommendations for change as appropriate.

Donors

• Manage the donor budgets of a portfolio of donors.
• Produce monthly donor financial reports for budget holders for internal monitoring purposes
• Work with budget holders to enable them to manage their budgets correctly, understand financial reports and ensure expenditures are coded correctly

Finance Team (National Staff) Succession Planning

• Train a national finance person to step into this role when the volunteer?s contract finishes.

ESSENTIAL

Education, Qualifications & Experience Required:

Qualified Accountant (ACCA/ACA/CIMA), Experience working in the INGO sector or experience working overseas.

DESIRABLE

Special Skills, Aptitude or Personality Requirements:

Good team player, ability to teach/capacity build finance staff/budget holders within Concern and with partner organisations, ability to work without detailed supervision, excellent organizational? and problem solving skills, personal integrity, cross cultural aware ness and sensitivity, willingness to travel frequently and live under pretty basic conditions,? flexibility, high respect for national staff, patience, ability to meet deadlines, commitment to international development and an understanding of the role and responsibilities of INGOs in developing countries, Fluent in English

Desirable:

Training course and/or specific experience of dealing with major donors such as EU and Irish Aid; Previous experience with Concern Worldwide as Country Accountant; Donor?s financial policies and procedures
